The transport infrastructure has suffered for many years from poor budgeting and a resulting lack of funds for renovation. Much-needed investment in construction and road maintenance therefore often falls by the wayside. This has changed due to the investment ramp-up by the federal government. The task now is to implement the enormous backlog of renovation work and the urgently needed elimination of bottlenecks and completion of the network.

Cooperation between public authorities and business partners on the basis of public–private partnership (PPP) models can help to resolve the backlog of projects faster and relieve the burden on the public budget over the long term.
